Iranian Digital Market Advertisement
Google Ads and Meta Ads are unavailable in Iran because of US sanctions, not just filtering -- so digital advertising here runs through local platforms like Divar, Sheypoor, Tapsell, and Yektanet instead. Here's how that actually works for a foreign brand.
Advertising is one of the most direct ways a company builds awareness and drives purchases in any market – and Iran’s digital market is a large, active one: roughly 74 million people online, more than half the population active on social media, and Instagram alone reaching around 31 million users. For a foreign brand looking to sell into Iran, that’s a real audience. The catch is that the tools most marketers default to worldwide simply don’t work here.
Why Google Ads and Meta Ads Don’t Work in Iran
This isn’t a technical filtering issue – it’s US sanctions. Google Ads explicitly states it isn’t available to entities or individuals restricted under applicable trade sanctions and export compliance laws, and Iran sits alongside Cuba, North Korea, Crimea, and other sanctioned regions on that list. Meta Ads is unavailable for the same reason. A foreign company trying to run a Google Ads or Facebook Ads campaign targeting Iran will find the account suspended or the campaign simply rejected – this has been confirmed repeatedly and isn’t expected to change while the sanctions regime stands.
This single fact reshapes the whole strategy: you can’t “just run the usual campaign” and point it at Iran. Advertising in the Iranian market runs almost entirely through local platforms instead.
The Local Platforms That Actually Reach Iranian Buyers
- Divar – Iran’s largest classifieds and marketplace platform, with over 53 million annual users and more than 139 million ads posted per year, covering real estate, vehicles, goods, and services. For a brand with a physical product or local presence to promote, this is often the highest-reach placement available.
- Sheypoor – a second major classifieds and marketplace platform, a common complement to Divar for broader reach across categories.
- Tapsell – Iran’s dominant mobile ad-tech and programmatic platform, with well over 140,000 publishers and tens of thousands of advertisers running in-app ads, app-install campaigns, and mobile display across Iranian apps.
- Yektanet – Iran’s leading native and display advertising network, running performance and content-style ads across a large publisher network – the closest local equivalent to a Google Display Network-style buy.
- Instagram – still reachable for organic and influencer-style marketing (unlike paid Meta Ads, which is sanctioned), and by far the most-used platform in the country, with users averaging well over 100 minutes a day on it.
None of these platforms have a self-serve ad console built for a foreign company with no Iranian banking access, no local business registration, and no Farsi-speaking team to manage campaigns and creative. That’s the actual gap.
Types of Mobile & Digital Advertising Available
The ad formats themselves are familiar even if the platforms are different:
- Banner ads – displayed within an app or site, sized to the placement.
- Native/display ads – content-styled placements blended into a publisher’s feed (Yektanet’s specialty).
- In-app interstitial/pop-up ads – full or partial-screen ads shown at natural app transition points.
- Video ads – in-app or in-feed video placements.
- Push notifications – sent to users of a specific app, often used for re-engagement.
- Icon/install ads – appear as an app icon first, converting to install on click – common for app-install campaigns on Tapsell.
- Reward-based ads – the user gets an in-app benefit (extra credit, unlocked content) for installing or engaging, typically converting at a higher rate than a plain banner.
How These Campaigns Are Priced
The payment models that have long structured Iranian mobile/digital advertising still apply, and matching the right one to your goal matters more than the format itself:
- CPC (Cost Per Click) – pay per click on the ad; the standard model for most traffic-driving campaigns.
- CPI (Cost Per Install) – pay per app install; standard for app-focused advertisers.
- CPA (Cost Per Action) – pay per completed action (signup, purchase, activation) – higher-performance, but priced accordingly since the platform carries more of the risk.
- CPS (Cost Per Subscriber) – pay per activated subscription – common for VAS (value-added service) products.
CPC remains the most widely used across Iranian ad networks; CPA and CPS campaigns are less common because they shift more performance risk onto the platform, so pricing on those models moves accordingly. Exact rates fluctuate with platform, format, and demand, so a real quote only makes sense once your campaign goals and target audience are defined.
How IranLocalize Helps You Advertise in Iran
This is exactly the gap IranLocalize exists to close for a foreign company: we act as your local advertising partner inside Iran, with the banking access, business standing, and platform relationships needed to actually place a campaign on Divar, Sheypoor, Tapsell, Yektanet, or Instagram influencer partnerships – something no foreign-registered company or foreign card can do directly on these platforms.
In practice, that means:
- Platform selection – matching Divar/Sheypoor (marketplace-style reach), Tapsell (mobile/app advertisers), or Yektanet (native/display, content-style reach) to what you’re actually selling.
- Campaign setup & payment model – choosing CPC, CPI, CPA, or CPS based on your actual goal (traffic, installs, conversions, subscriptions), not a default.
- Creative localization – ads written and designed for an Iranian audience in Farsi, not a translated version of a Western campaign.
- Running and monitoring the campaign – local execution and reporting, since none of these platforms offer a foreign-facing self-serve console.
