Iran's Department of Environment has set the 2026 (Gregorian calendar year) import quota for the ozone-depleting substance HCFC-22 (R22) listed in Annex 2 of the import/export regulations book, communicated by the Trade Development Organization to Iran Customs for application in clearance procedures.

Iran’s Trade Development Organization has communicated to Iran Customs’s Import Office the 2026 (Gregorian) import quota for ozone-depleting substances, as determined by the Department of Environment’s Ozone Layer Protection Office under the country’s commitments to the Montreal Protocol on the gradual reduction and elimination of ozone-depleting substances, consistent with the protocol’s timetable and the laws, regulations and project document for the phase-out of HCFCs.

The substance covered is HCFC-22 (R22), a hydrochlorofluorocarbon listed under Annex 2 of the import/export regulations book. For the 2026 Gregorian calendar year (approximately Dey 11, 1404 to Dey 10, 1405 on the Iranian calendar), the import quota was set at 82 tons, based on the country’s consumption and import levels and the phase-out schedule for these substances. Import conditions apply consistent with the decisions of the relevant sessions and the minutes of the National Ozone Sub-Committee meeting dated 1404/10/9 (communicated under letter No. 47871 dated 1404/10/23).

The Department of Environment noted that any remaining order-registration authorizations from the 2025 Gregorian year that were not used for import in time, and that continue to meet the necessary conditions, will be extended into 2026; the statistics for such extended authorizations from the prior year must be deducted from the first six-month quota through the relevant system. The Ozone Layer Protection Office will review related files only after receiving the Ministry of Industry, Mine and Trade’s systemic authorization for review of ozone-depleting gases, and stressed that if the chemical substance is registered for import under any other name or tariff code, it must be controlled, since the office will not issue authorization for goods whose names have been incorrectly entered; responsibility and consequences arising from incomplete or incorrect information rest with the importer.
