The Trade Promotion Organization has directed that a $300 million currency budget cap now applies to imports funded through the 'self-export' and 'barter' mechanisms, while the Ministry of Agriculture Jihad's currency and credit licensing requirement is removed from the order-registration and statistical-registration process for this route.

The Trade Promotion Organization’s Import and Export Regulations Office has notified the head of the Center for Innovation and Smart Security that a $300 million currency budget cap is now to be applied to imports funded through the “self-export” and “from barter” mechanisms, referencing Cabinet Decree No. 181204/t65316h, dated January 18, 2026. The notification was issued as Letter No. 7278429, dated February 18, 2026, following earlier Letter No. 7127796 (dated January 28, 2026) and the amending Cabinet decree registered under No. 7047124, dated February 18, 2026.
The letter instructs the Deputy for Trade Development, in cooperation with the Ministry of Agriculture Jihad, to remove the Ministry of Agriculture Jihad’s currency and credit licensing requirement from the order-registration and statistical-registration process, in accordance with Clause 2 of Cabinet Decree No. 145422/t65006h, dated November 22, 2025, which addresses imports “from barter” and “from self-export.” This removal is to be carried out in proportion to the application of the $300 million currency budget cap set under the amending decree dated January 18, 2026, and is to be implemented as soon as possible for the registration of orders for essential goods covered by the referenced decree.
The measure follows earlier correspondence activating the “barter” option under Clause 2 of the September 2025 Cabinet decision (Cabinet Decree No. 1/9/1404), which had authorized use of border provinces’ capacity for importing and supplying essential goods needed domestically and for regulating the internal market, without currency transfer, through barter. A related notification (Letter No. 7096862) also addressed an amendment to Cabinet Decree No. 181204/t65316h concerning the use of border and selected provinces’ capacity for supplying essential goods needed by the country and regulating the domestic market.
Traders and licensing bodies involved in essential-goods imports funded through the self-export or barter mechanisms should note that the Ministry of Agriculture Jihad’s currency and credit license is no longer required in the order-registration and statistical-registration process for this route, while the $300 million currency budget ceiling now applies to imports processed under it.
