An amended Cabinet resolution setting import duty rates for personal vehicles brought into Iran by Iranians residing abroad has been communicated by the Ministry of Industry, Mine and Trade to the Islamic Republic of Iran Customs Administration for implementation.

The amendment revises Note 1 of Article 2 of the Executive Regulations on Clause (r) of Note 1 of the Single Article of the Country’s 1404 Annual Budget Law, originally issued under Cabinet Resolution No. 705027/t158210h. The revision was approved by the Cabinet of Ministers in its meeting of the 12th of the ninth month of 1404, based on a joint proposal from the Ministry of Industry, Mine and Trade and the Ministry of Economic Affairs and Finance, under Article 138 of Iran’s Constitution.

Under the amended resolution, import duties for vehicles covered by the relevant table, when brought in by Iranians residing abroad, are set based on vehicle category, including reduced rates for electric vehicles, plug-in hybrid vehicles, and standard hybrid vehicles. The resolution specifies that these tariff rates remain valid through the end of the 1405 calendar year (ending March 2027). In implementing this provision, an earlier circular dated the 24th of the fourth month of 1403 (bearing reference number 687652168) is stated to no longer be enforceable.

Iran Customs and its executive offices have been instructed to apply the amended duty schedule to qualifying vehicle imports. Iranians abroad planning to import a personal vehicle under this scheme should confirm current rates and eligibility requirements with customs authorities before shipment, as the applicable tariff structure depends on the vehicle’s category and is limited to the stated validity period.
