Iran’s Ministry of Industry, Mine and Trade has forwarded to the Director General of the Import Office of Iran Customs a further amendment to Cabinet Resolution No. 172076/T65236H, dated December 31, 2025, on the “Regulation for Guaranteeing Food Security and Improving Public Livelihood.”
The notice follows up on the Ministry’s earlier communication of the original resolution and references two subsequent Cabinet amendment resolutions on the same subject. Under the resolution, the working group of ministers responsible for guaranteeing food security and improving livelihood approved several changes. In implementation of Article 5 of the earlier resolution, the tariff codes related to machinery, parts, and equipment required for production covered by Article 1 of the resolution were expanded to include additional items, enabling credit allocation for these tariff codes. In the same article, the phrase “Ministry of Industry, Mine and Trade” was added before the phrase “and Iran Customs.”
The amendment also authorizes the Ministry of Cooperatives, Labor and Social Welfare to allocate the goods-voucher (kalabarg) credit of individuals residing in 24-hour care centers under the supervision of the State Welfare Organization to the relevant centers, under the supervision of the accountable officers of the ministry and the organization, in proportion to the per-capita allocation, with the State Welfare Organization required to report on the use of these funds to the Ministry of Cooperatives, Labor and Social Welfare based on the per-capita criteria. Separately, state-owned companies acting as agents for the supply of strategic goods, which are subject to payment of the rial price differential to the announced account, are required under Article 7 of the executive regulation on the supply, storage, and circulation of the country’s strategic goods (approved December 2025) to deposit the full proceeds from the sale of these goods into a separate rial account held with an operating bank at the Central Bank of the Islamic Republic of Iran.
