Amendment to Cabinet Resolutions on Food Security Regulation

The Ministry of Industry, Mine and Trade has communicated a Cabinet approval amending two earlier resolutions issued under the Regulation on Guaranteeing Food Security and Improving People's Livelihood, addressing the exchange rate used for customs valuation and exemption from the twelve-per-thousand customs value charge.

The Ministry of Industry, Mine and Trade’s Import and Export Regulations Office has notified the Islamic Republic of Iran Customs Administration of a Cabinet-approved amendment to Resolutions No. 184106/T65279K, dated January 25, 2026, and No. 683/T65279K, dated April 4, 2026, both issued under the Regulation on Guaranteeing Food Security and Improving People’s Livelihood.

The amendment was communicated to the Ministry under Cabinet approval letter No. 11809/H65588T, dated May 11, 2026. It addresses the exchange rate used as the basis for calculating customs value under Article 14 of the Customs Affairs Law for goods subject to the exchange rate specified in import order registrations, and confirms that the affected import orders are exempt from payment of the twelve-per-thousand-of-customs-value charge referenced in Article 42 of the Value Added Tax Law.

The Ministry has instructed that the amendment be communicated and formally notified to all executive customs offices for implementation. Businesses with import orders registered under the food security and livelihood improvement framework should confirm with their customs broker or the relevant customs office how the revised exchange rate basis and fee exemption apply to their specific import order registration.

Copies of the notice were also circulated to the Ministry’s Deputy for Planning and Regulatory Affairs, the Legal Affairs and Regulatory Codification Deputy of the Presidential Legal Affairs Vice-Presidency, the Innovation and Smart Security Center, and the Ministries of Economic Affairs and Finance, Agricultural Jihad, Petroleum, and Roads and Urban Development, for information and appropriate action.
