Vehicle Brand List Amended for Expatriate Iranian Car Imports

The Ministry of Industry, Mine and Trade has issued an amendment to the list of vehicle brands authorized for import registration by Iranians residing abroad, adding three additional brands to the previously circulated list.

The vehicle import project office of the Ministry notified the Trade Promotion Organization of Iran’s Export and Import Regulations Office that, further to an earlier communication (No. 6083500, dated June 30, 1404) which had attached the latest list of brands authorized for import by Iranians residing abroad under the executive bylaw implementing clause (r) of Note 1 of the current year’s General Budget Law (Cabinet Resolution No. 507370/T63881H), the brands INFINITI, VOYAH, and AVATR are to be added to the previously submitted list of authorized brands. Customs and the Comprehensive Trade System were instructed to apply the necessary updates to reflect the expanded list.

This amendment follows the broader scheme under which Iranians residing abroad — defined as Iranian nationals at least 18 years of age who have resided outside the country since at least December 21, 2024 (as confirmed by an Islamic Republic of Iran representative office and the Ministry of Foreign Affairs) — may register an order for the import of one new or used passenger vehicle, up to five years old, each. Under the original scheme, authorized brands included AUDI, BMW, BYD, Changan, Dacia, Fiat, Geely, HAVAL, Honda, Hyundai, KIA, Lexus, Mazda, Mercedes-Benz, MG, MINI, Mitsubishi, Nissan, Opel, Renault, SEAT, Skoda, SsangYong, Suzuki, Tank, Toyota, Volkswagen, and Volvo. With this amendment, INFINITI, VOYAH, and AVATR are added to that list.

Import order registration under this scheme is permitted only through funding sources other than currency transfer — specifically, foreign currency obtained without transfer under clause 9 of Article 83 of the Executive Bylaw of the Export and Import Regulations Law — and only until December 20, 2025. Used vehicles with more than 99 kilometers of recorded mileage are exempt from warranty registration requirements, and each eligible individual may import only one vehicle under this arrangement.
