Iran’s Cabinet of Ministers, meeting at the proposal of the Ministry of Industry, Mine and Trade, has approved the executive regulation implementing Note 2 of Article 6 of the Automotive Industry Reorganization Law adopted in 2021, addressing the improvement of automotive production quality.
The regulation defines the automotive “value chain” to include the supply network (importers and domestic producers of raw materials, parts and assemblies), automakers, and the sales and after-sales service network, and covers the full lifecycle of a vehicle from delivery to the first customer through its defined end-of-life point. It establishes a working group chaired by the Minister of Industry, Mine and Trade (or a fully authorized representative) with participation from the ministry’s Automotive, Motive Power and Transportation Industries Office, the National Standards Organization of Iran, the Consumer and Producer Protection Organization, the Industrial Development and Renovation Organization, the Department of Environment, traffic police, industry associations representing automakers and parts manufacturers, an approved inspection company, and an academic/industry expert appointed by the minister.
The working group is tasked with developing and updating quality policies for the automotive value chain, preparing methodologies for calculating quality indicators and a competitive quality rating for automakers, setting quality targets, monitoring performance, deciding on responses to quality problems (including production suspension, public disclosure, defect-remedy orders, or removal of ministry incentives), and developing a comprehensive vehicle quality evaluation model. The regulation requires the ministry to communicate each automaker’s annual quality targets by the end of the eleventh Iranian month (Esfand) each year, to publish quality indicators and competitive ratings at least quarterly, and requires automakers, parts producers and after-sales service networks to build, within one year, IT infrastructure for tracing vehicle parts (including production date, manufacturer, and warranty period) with online access for the ministry, the Department of Environment and the National Standards Organization. Automakers must maintain documented quality management systems across their supply, production, sales and after-sales operations, and must investigate and remedy defects within six months of identifying a quality deviation or safety-related incident, reporting corrective actions to the working group. The regulation also assigns the Ministry of Petroleum responsibility for fuel standardization and distribution, the Ministry of Energy responsibility for electric vehicle charging infrastructure planning, and requires the ministry to develop a safety and security rating methodology for vehicles as related equipment and standards become available domestically.
