Iran’s Council of Ministers has extended the validity of its resolution permitting essential goods to be imported through border provinces without a foreign-exchange transfer, and has added live livestock to the list of goods covered by the arrangement.
The underlying framework was established under Cabinet Resolution No. 4008/T65650H, dated November 22, 2025 (Azar 1, 1404), issued jointly by the Plan and Budget Organization, the Ministry of Interior, the Ministry of Agriculture Jihad, and the Central Bank of the Islamic Republic of Iran under Article 138 of the Constitution. It allows rice, vegetable oil, legumes, red meat, barley, corn, and oilcake needed by the country to be imported through border provinces without a currency transfer, including through barter of Iranian goods for these essential goods, with import order or statistical registration handled by the Ministry of Industry, Mine and Trade and clearance carried out through Customs. Border governors are responsible for coordinating logistics support, distribution, and oversight of the imports, while customs formalities such as standards, health, and quarantine permits are to be completed as quickly as possible in coordination with them. The original resolution was valid for four months from its notification date, with any extension subject to a new Cabinet decision.
On April 15, 2026 (Farvardin 26, 1405), the Cabinet approved amendments to the original resolution: the term “live livestock” was added immediately after “red meat” in the list of covered goods, and the resolution’s validity was extended from “four months from the date of notification” to “the end of Shahrivar 1405” (mid-September 2026). The Ministry of Industry, Mine and Trade’s Bureau of Import and Export Regulations subsequently notified the Trade Promotion Organization of Iran and provincial governors of the extension, and instructed that the tariff codes for live livestock be added to the system for goods covered under the resolution.
Traders and provincial authorities using the border-province import channel should note that goods clearance under the extended resolution now runs through the end of Shahrivar 1405, and that live livestock consignments are covered on the same terms as the other listed essential goods.
