The task force established under Article 4 of the Law on Organizing and Overseeing Border Trade (Kolbari and Boat Trade) and Creating Sustainable Employment for Border Residents has communicated the resolutions of its 14th session, held on February 2, 2026 (1404/11/13) at the Trade Promotion Organization of Iran, under the executive regulation of that law. The notification was issued as Letter No. 7289761, dated February 21, 2026, addressed to the ministers of Intelligence, Interior, Roads and Urban Development, and Economic Affairs and Finance, the Vice President and Head of the Plan and Budget Organization, and the President’s special representative at the Central Task Force to Combat Goods and Currency Smuggling. The letter noted that, under Article 4 of the law, task force sessions must be attended by the member ministers and heads of organizations themselves or their deputies, as personal attendance streamlines the process of communicating resolutions and avoids potential legal complications from collecting deputies’ signatures after the fact.

The session, chaired by Dr. Dehghan Dehnavi, ran from 13:00 to 16:00 with attendance recorded per an attached list. Among the resolutions, the task force addressed permitted goods categories for border trade: items already listed in the approved list of essential imported goods for border residents, along with new items proposed in an attached list (subject to the relevant licensing authorities’ consent), are recognized for trade by eligible border residents through official order registration in the trade system. For items requiring licenses or conditions from other organizations, the task force referred specific decisions to relevant authorities, including a decision on essential and consumer goods (Referral No. 7028906, dated January 15, 2026) setting a cap of ten percent for the import of fabric and thread used in clothing and textile production, and decisions on machinery and equipment items such as diode-related transformer parts and radio components (References No. 7061422 dated January 20, 2026, and No. 6890188 dated December 27, 2025), and instant coffee and coffee mix products (Reference No. 6931925, dated January 4, 2026), all subject to review by relevant licensing authorities. A separate provision addressed vessels that entered before January 27, 2026, specifying that under Cabinet-related administrative guidance (Reference No. 7130128, dated January 31, 2026), clearance of goods under the relevant regulation for such vessels must proceed by March 3, 2026, with customs duties and other legal charges applied to them, after which customs duties and other charges would no longer be waivable.

On budget and employment matters, the task force reviewed correspondence from the governors of Bushehr and West Azerbaijan provinces regarding budget allocation under Article 3 of the relevant law for infrastructure projects. For Bushehr Province (per Letter No. 41140/1/26, dated November 7, 2025), development plans utilizing 60 percent of border-resident facility credit up to 717 billion tomans, with bank cooperation for granting facilities at 60 percent of the province’s facility credit up to a ceiling of 900 billion tomans, were referred to the province’s finance committee. Development plans utilizing the remaining 20 percent for export-oriented facilities, with credit for warehousing, transit, and customs infrastructure up to 572 billion tomans, were approved subject to further review. For West Azerbaijan Province (per Letter No. 43161/5/92, dated October 21, 2025), a decision on the transfer of employment and facility credit and the transfer of related economic development credits was communicated after the province’s development plan committee’s approval. Governors were tasked with submitting proposed infrastructure and economic development plans for review and approval by the task force following approval by their respective development plan committees, and the task force also addressed provincial employment credit allocations for provinces involved in combating smuggling (border areas facing loss of livelihood due to counter-smuggling measures), to be communicated after review by the Anti-Smuggling Commission and the Central Task Force to Combat Goods and Currency Smuggling.
