The Ministry of Industry, Mine and Trade has communicated the resolutions adopted at the eleventh session of the Working Group established under Article 4 of the Law on Organizing and Supervising Border Trade (Kolbari and Sailing) and Creating Sustainable Employment for Border Residents. The session was held at the Trade Promotion Organization of Iran and chaired by the organization’s head.

The notice, addressed to the Ministers of Intelligence, Economic Affairs and Finance, Interior, and Roads and Urban Development, the Vice President and Head of the Plan and Budget Organization, and the President’s special representative at the Central Headquarters for Combating Smuggling of Goods and Currency, formally communicates the session’s resolutions for implementation and notes that, under Article 4 of the law, working group sessions must be attended by ministers and heads of member organizations or their deputies in order for resolutions to be validly adopted.

The resolutions cover a range of border trade matters, including instructions to Khuzestan province regarding coordination on relocating a border trade market away from anti-smuggling zones, application of prior working group approvals on determined items, treatment of certain unauthorized goods movements as smuggling under the relevant bylaw, tariff quotas and ceilings on annual and per-trip transport of goods under the border trade regulation (including caps on transport value per person, tariff exemptions for specific domestic-production items subject to a 10 percent calculation, and a 5 billion versus 2.2 billion rial cap distinction under the bylaw), a requirement for provinces to report allocation of remaining quotas within one week, and confirmation that certain border trade markets and transport permits require registration and coordination with the relevant border trade market authorities and Ports and Maritime Organization confirmations.

Border trade market operators, cooperating companies, and provincial trade authorities involved in border trade under this framework should coordinate with the Ministry of Industry, Mine and Trade and the Trade Promotion Organization to implement the specific quota, registration, and reporting requirements set out in the session’s resolutions.
