Bunkering Industry Exempted From 10 Percent Freight Fee

The Trade Promotion Organization of Iran, acting for the Ministry of Industry, Mine and Trade, has notified the Islamic Republic of Iran Customs Administration that the bunkering industry is not subject to the 10 percent freight cost fee established under Item 4 of Note 3 to Article 1 of the Law on the Development and Support of Maritime Industries.

The notice responds to a request from the Export Office and is based on correspondence from the President’s Office for Legal Affairs, which confirmed that bunkering operations do not fall within the scope of Item 4 of Note 3 to Article 1 of the law. It also references communications from the Bunkering Association of Iran and the Iran Chamber of Commerce, Industries, Mines and Agriculture, which had raised the matter of clarifying the fee’s applicability to bunkering activities.

Based on this determination, Customs has been instructed to take note of the non-applicability of the Item 4, Note 3 fee to bunkering operations and to proceed accordingly, in line with the applicable customs and export regulations.

Businesses engaged in bunkering operations, along with customs brokers and export operators handling related shipments, should note that the 10 percent freight cost fee under Item 4 of Note 3 to Article 1 of the Law on the Development and Support of Maritime Industries does not apply to bunkering activities.
