Iran’s Ministry of Industry, Mine and Trade has forwarded to the Islamic Republic of Iran Customs Administration a Cabinet approval, issued by the Commission on matters under Article 138 of the Constitution, that amends the Regulation on Guaranteeing Food Security and Improving People’s Livelihood.
The approval, numbered 202656/TK and dated March 5, 2026 (Esfand 14, 1404), concerns Cabinet Resolution No. 172076/T65236H of December 31, 2025 (Dey 10, 1404), which had originally established the Food Security and Livelihood Improvement Regulation. The Ministry’s Trade Development Office notified the Customs Administration’s Import Bureau of the approval, following up on earlier correspondence dated February 17, 2026 (Bahman 28, 1404), and forwarded a copy of the approval letter for information and any necessary action.
The underlying regulation, approved by the Cabinet under Article 138 of the Constitution and effective from February 28, 2026 (Esfand 9, 1404), established a framework intended to preserve household purchasing power, including a monthly electronic food-card allocation for eligible households, priority currency allocation for essential goods, livestock feed inputs, and medicine and medical equipment through the Trade Currency Exchange Center, and a restriction on referring agricultural shipments of essential goods and livestock feed to the state Collection and Sale of Confiscated Property Organization before the end of Farvardin 1405. The regulation also directs licensing agencies, including the National Standards Organization, the Food and Drug Administration, and the Veterinary Organization, to issue required import clearances within five working days, and instructs Customs to proceed with clearance immediately once those clearances are issued. A coordinating working group made up of relevant ministers and officials was established to oversee implementation and monitor compliance with the regulation.
Businesses involved in the import and distribution of essential goods, livestock feed, or medicine should confirm with their customs broker how the March 2026 amendment affects import orders processed under the Food Security and Livelihood Improvement Regulation.
