Updated Cement and Clinker Tariff Codes for 1405

The Ministry of Industry, Mine and Trade, through the Trade Promotion Organization’s Import and Export Regulations Office, has notified Iran’s Customs Administration of the updated eight-digit tariff codes applicable to cement and clinker for the Iranian year 1405.

The update follows the Cabinet’s annual tariff amendments for 1405, approved under Resolution No. 1965/T54984H dated the 10th of Ordibehesht (April 30, 2026), and builds on earlier correspondence from the Ministry’s Mining Affairs Deputy aimed at creating greater transparency in the classification of cement and clinker products.

The notice sets out the following tariff breakdown for cement and clinker:

• 25231000 – Clinker cement
• 25232910 – Portland pozzolanic cement
• 25232990 – Other portland/hydraulic cements
• 25239010 – Blast furnace cement
• 25239090 – Other cements

The notice also states that tariff code 25239020, which had appeared as a separate line item (pozzolanic cement) in an earlier table sent to Customs, has been removed from the classification following the Cabinet’s tariff approval referenced above.

Customs offices and businesses trading in cement and clinker products should apply the revised eight-digit codes when classifying and declaring these goods, in place of any earlier code assignments referenced in prior correspondence.
