Eight-Digit Cement and Clinker Tariff Codes Announced

Iran's Ministry of Industry, Mine and Trade has notified customs of the eight-digit tariff codes covering clinker and cement for export purposes, including a correction distinguishing white cement, and confirmed that white cement is not subject to mandatory offering on the Iran Mercantile Exchange.

Iran’s Ministry of Industry, Mine and Trade has notified the Islamic Republic of Iran Customs Administration of the eight-digit tariff codes applicable to cement and clinker for export, following requests to create transparency in classifying these goods, which are subject to a requirement to present a purchase certificate from the export ring of the Iran Mercantile Exchange before export.

The initial notice from the Deputy for Mining Affairs and Mining Industries listed the codes as clinker cement, Portland cement, blast furnace cement, pozzolanic cement, and other cements, and specified that exporting white cement (falling under tariff code 25232100) is not subject to the requirement of mandatory offering on the Iran Mercantile Exchange. A follow-up notice from the same deputy issued a corrected table aligning the codes with the applicable tariff descriptions: 25231000 (clinker cement), 25232100 (white cement, whether or not artificially colored), 25232900 (other Portland cement), 25239010 (blast furnace cement), 25239020 (pozzolanic cement), and 25239090 (other hydraulic cements). The correction reiterated that the white cement code (row 2) is not required to be offered on the Iran Mercantile Exchange, though voluntary offering remains possible.

Exporters of cement and clinker should use the confirmed eight-digit tariff codes for their shipments and should note that only white cement under code 25232100 is exempt from the mandatory commodity-exchange offering requirement that otherwise applies to cement and clinker exports.
