Iran’s Ministry of Industry, Mine and Trade has forwarded to Iran Customs the minutes of a meeting held to resolve ambiguities related to the requirement that exports of gray cement and clinker be conditioned on presenting a purchase certificate from the export ring of the Iran Mercantile Exchange. The meeting was convened by the Ministry’s Mining Industries Office, with representatives of Iran Customs’ Valuation and Export offices and the Cement Industry Trade Association, following ambiguities raised in an earlier session.
The meeting minutes set out several operational rules. The export price of gray cement and clinker supplied on the exchange’s export ring is to be based on the Incoterms of Ex Works, FOB, FOT, and other terms equivalent to the FOB price announced on the export ring, which will serve as the basis for the goods’ value as determined by Iran Customs. The time period for exporters of gray cement and clinker to clear their currency repatriation obligations is to follow Central Bank regulations. Export commitments for gray cement and clinker that predate the notified requirement to supply through the export ring, and that were concluded before that date, remain permitted to be fulfilled outside the notified requirement until no later than October 7, 2025.
The validity period for a certificate or confirmation of purchase from the export ring for gray cement and clinker exports is set at a maximum of six months from the date of purchase. These provisions were communicated to Iran Customs’ Export and Valuation offices for implementation, with copies sent to the Trade Promotion Organization leadership, the Ministry’s Mining Industries Office, the Consumers and Producers Support Organization, and the Foreign Exchange Services Office for awareness and action.
Exporters of gray cement and clinker should ensure their export pricing and currency repatriation timelines align with these clarified rules, and should confirm the validity period of any export ring purchase certificate before relying on it to support a shipment.
