Deadline Extended for Cement Export Purchase Certificate

The Ministry of Industry, Mine and Trade has extended, by one month, the deadline by which cement and grey clinker exporters must obtain a purchase certificate from the commodity exchange's export trading ring before customs clearance.

The Export and Import Regulations Office of the Trade Promotion Organization of Iran has notified the Islamic Republic of Iran Customs Administration of a one-month extension to the deadline by which exporters of cement and grey clinker must obtain a purchase confirmation certificate from the commodity exchange’s export trading ring (ring/halgheh).

The requirement traces back to a cabinet notification concerning transparency in the value of homogeneous raw materials tradable on the commodity exchange and the prevention of unfair competition among exporters. Under the underlying rule, export of cement and grey clinker is permitted only upon presentation of a trading certificate from the export ring of the commodity exchange, and cement exporters are obligated to obtain a purchase confirmation for cement from the export ring.

Following earlier correspondence from the Ministry’s Mining Industries Office, the deadline for implementing this requirement as a basis for customs formalities was extended by one month, moving the effective date to the new date specified in the notice. Customs offices throughout the country were instructed to act promptly and report back on coordination and implementation.

Businesses exporting cement and grey clinker should continue coordinating with the commodity exchange (Iran Kala Exchange) to secure the required purchase certificate from the export ring before proceeding with customs clearance.
