Chamber Eligibility Vetting Required for New Exporters
The Trade Promotion Organization of Iran has asked chambers of commerce to certify the eligibility of new exporters who lack a business ranking, following an increase in misuse of rented business cards and a decline in the repatriation of export proceeds through this channel.

- No. 6073886
The Trade Promotion Organization of Iran has instructed chambers of commerce, industries, mines, and agriculture to conduct eligibility vetting of exporters who hold a business card but lack a business ranking, before those exporters can benefit from an increased export ceiling without providing a bank guarantee.
The measure follows an earlier circular (No. 563318, dated July 15, 2025) issued in response to a rise in misuse of rented business cards and a resulting decline in the repatriation of foreign currency earned from exports conducted through this channel. That circular had limited export ceilings for non-ranked business cardholders to cases where a bank guarantee is provided, a measure originally set to take effect on August 15, 2025 but postponed to the end of Shahrivar (late September 2025) and ultimately implemented from the start of Mehr (late September 2025), following concerns raised by some agricultural exporters regarding the accumulation of perishable goods at customs during the delay.
In view of the issues raised and to facilitate exports by new and legitimate exporters who will fulfill their currency repatriation obligations, and in response to repeated requests from chambers of commerce to participate in the business eligibility vetting process, it has been decided that where an exporter’s eligibility, after the necessary review, is certified in writing by the head of the local chamber of commerce to this organization as showing timely fulfillment of currency repatriation obligations, that exporter may proceed with an export ceiling of up to 100,000 dollars without the need to provide a bank guarantee. This measure applies from the date of the notice.
Chambers of commerce were asked to inform their member exporters accordingly, and it was clarified that correspondence from chambers explicitly certifying eligibility is required in order to confirm timely fulfillment of currency repatriation obligations for this purpose.
