The Ministry of Industry, Mine and Trade, through the Trade Promotion Organization’s Import and Export Regulations Office, has issued a follow-up notification on Clause 15 of the National Economic Resilience and Civil Defense Package, updating the list of tariff codes eligible for currency-transfer-free import registration.

The measure traces back to a confidential Supreme National Security Council directive on implementing Clause 15 of the resilience package under emergency conditions, which authorized import registration without currency transfer for essential goods, including raw materials and production-line machinery, held under warehouse receipt at Customs offices, free zones, or special economic zones. The mechanism was originally intended to apply to goods with a warehouse receipt issued by a set deadline, with the underlying import registrations to be processed without the standard requirement to first secure and transfer foreign currency.

Under this follow-up notification, the Import and Export Regulations Office instructed Customs and the relevant zones to allow currency-transfer-free import registration, through the Comprehensive Trade System, for items on the tariff code lists attached to its earlier notices, taking into account the conditions set out in the original directive. The eligible tariff codes are listed in an attached spreadsheet of essential goods, covering a wide range of raw materials, intermediate inputs, and machinery components that qualify for the arrangement.

Businesses seeking to register imports of essential goods, raw materials, or production-line equipment without upfront currency transfer should confirm that the relevant tariff code appears on the current list before submitting an application through the Comprehensive Trade System, and should coordinate with the customs office, free zone, or special economic zone handling the shipment regarding the applicable warehouse receipt requirements.
