Iran’s Trade Promotion Organization has notified the Center for Innovation and Smart Systems and Security of clarifications regarding order registration for coffee imports from Indonesia under tariff code 21011200, using preferential tariff treatment available under the D8 (TPS-OIC) preferential trade agreement.

Following earlier correspondence on activating import order registration for coffee from Indonesia under this tariff code, and noting that the tariff code falls within commodity group 4 under the agreement, the Ministry instructed that the tariff code be made active and the prohibition on order registration lifted specifically for cases where Indonesia is selected as the beneficiary country and country of origin of shipment in the order registration file. This allows registration of coffee import orders under tariff code 21011200 to proceed in the Comprehensive Trade System of Iran, but only where the goods originate in Indonesia.

The Ministry separately confirmed that funding sources for these coffee imports may include the importer’s own export proceeds as well as export proceeds entrusted by other exporters, and clarified that order registration using an importer’s own export-currency funding source for this tariff code was already possible and required no new action, since that funding mechanism had previously existed for the code.

The notice further requested that, given Iran’s membership in bilateral and multilateral international trade agreements and the importance of properly implementing their commitments, appropriate measures be taken in the order registration process to ensure the “producing country” of the goods is correctly recorded as the country of origin, and that no impairment to the granting of preferential benefits occurs where transport originates from a different third country (the beneficiary country or shipment origin), consistent with the direct-transport provisions found in agreements such as the Free Trade Agreement between Iran and the Eurasian Economic Union and the D8 rules-of-origin agreement among developing Muslim countries.
