Iran’s Trade Promotion Organization has notified users of the Comprehensive Trade System that all importers of essential goods are required to obtain a Certificate of Inspection (COI) at origin from an internationally recognized inspection company prior to shipment.

The requirement was forwarded from Iran’s National Standards Organization, which cited a Cabinet resolution and related decisions from a February 2026 (Bahman 14, 1404) meeting of the Presidential Administration on implementing the resolution. Under the requirement, all importers of essential goods must obtain the COI at origin from an internationally recognized inspection company before the goods are shipped. Providing this certificate is treated as one of the primary requirements of the conformity assessment process for essential imported goods conducted by Iran’s National Standards Organization.

The National Standards Organization noted that some importers have been observed shipping and bringing in essential goods without first obtaining the required certificate. It stated that this practice increases the risk of goods entering the country that do not meet standard and health requirements, and also leads to longer clearance times, cargo accumulating at ports and customs points, and additional costs imposed on the country’s supply chain.

The Trade Promotion Organization asked that all relevant authorities and importers be notified promptly and that the requirement be strictly enforced and monitored going forward. It stated that conformity assessment procedures will not be carried out for shipments that lack the required Certificate of Inspection at origin.
