Iran’s Trade Promotion Organization has notified Iran Customs that exports of hot-rolled steel sheet must be conducted exclusively through the export hall of the Iran Mercantile Exchange, accompanied by an export certificate issued by the Exchange, in order for export permits to be issued.

The instruction implements Clause 4 of the Base Commodities Market Management Working Group’s resolutions (No. 6902274, dated 1404/01/07), following a session held on 1404/01/06 with the Deputy Minister for Business Affairs, the Deputy for Mining Affairs and Mining Industries, the Deputy for Business Development, and representatives of the Iran Mercantile Exchange, the Consumer and Producer Support Organization, and related offices. The working group’s decisions covered the supply of galvanized steel sheet via the Optimal Finder system, cold-rolled steel sheet requests based on monthly quotas recorded in the system, sponge iron (briquette) purchases restricted to the Exchange, and steel slab quotas applied systematically in the Comprehensive Trade System based on performance.

Acting on a related request from Foolad Mobarakeh Isfahan Company (No. 51651, dated 1404/08/20) concerning non-official exports of hot-rolled sheet, it was decided that exports of hot-rolled steel sheet by all producing units must proceed solely through the Exchange’s export hall and with an Exchange-issued export certificate. The Mining Industries Office was tasked with sending the relevant tariff codes to the Office of Export and Import Regulations, which subsequently issued the attached table of tariff codes subject to this requirement, effective for exports from 1404/12/01 (corresponding to February 19, 2026).

Producers and exporters of hot-rolled steel sheet under the listed tariff codes should confirm that shipments are routed through the Iran Mercantile Exchange’s export hall and are accompanied by a valid export certificate before applying for export authorization.
