Iran’s Trade Development Organization, through its Office of Export and Import Regulations, has notified the Director General of Iran Customs’s Export Office that, effective 1404/11/15 (approximately January 20, 2026), export of copper cathode will be conditioned on presentation of an Iran Mercantile Exchange (IME) export certificate. The instruction implements Clause 2 of the resolutions of the Base Commodities Market Management Working Group (communicated under letter No. 6685087 dated 1404/09/01), which followed a meeting held 1404/09/08 among representatives of the Ministry of Industry, Mine and Trade, the Iranian Mines and Mining Industries Development and Renovation Organization (IMIDRO), the Consumer Support and Producer Support Organization, the Trade Development deputy, and the Iran Mercantile Exchange.

The affected goods are described under tariff code 74031100 (copper cathode and cathode sections). Under the working group’s decisions, where export is carried out solely by the producer of the copper cathode, the exchange declaration will be made by the producer itself, with the Iran Mercantile Exchange determining the base price according to international and regional pricing and issuing the export certificate accordingly. Necessary measures for copper cathode exports made by the producer or by other exporters are to proceed solely with presentation of the exchange’s export certificate.

It is specifically noted that the related tariff codes 74031200 and 74031300, which cover copper cathode parts, are not subject to the requirement of supply through the Iran Mercantile Exchange, and therefore do not require an export certificate under this measure. Copies of the notice were sent to relevant deputies at the Ministry of Industry, Mine and Trade and the Trade Development Organization, the Mineral Industries Office, and the Managing Director of the Iran Mercantile Exchange Company for awareness and necessary action.
