The Cabinet of Ministers has approved an amendment to clause (2) of paragraph (10), article (10) of the executive bylaw of the Law on Export and Import Regulations. The amendment was adopted at the Cabinet’s session and communicated by the Ministry of Industry, Mine and Trade to the Ministry of Economic Affairs and Finance and the Central Bank of the Islamic Republic of Iran.

Under the amendment, an exemption is added covering import registrations funded through an importer’s own foreign currency account and the foreign currency accounts of others, subject to verification by the Central Bank of the Islamic Republic of Iran, whether or not a currency transfer takes place, provided the arrangement otherwise complies with applicable laws and regulations.

The Trade Promotion Organization’s Export and Import Regulations Office subsequently instructed that all order registrations financed without currency transfer under this provision be excluded from the credit ceiling limits that would otherwise apply to import order registrations under paragraph (10), article (10) of the bylaw. The office noted that further details on how the “own and third-party foreign currency accounts verified by the Central Bank” mechanism will be applied would be announced following a follow-up meeting with the Central Bank.

Importers relying on own-account or third-party export currency to fund order registrations without a currency transfer should monitor forthcoming guidance from the Central Bank and the Trade Promotion Organization on the implementation procedure for this exemption.
