Iran’s Trade Promotion Organization has announced the tariff lines matched to the schedules annexed to the law ratifying the free trade agreement between Iran and the Eurasian Economic Union (EAEU). The announcement responds to a request from Iran Customs’ Deputy for Customs Affairs regarding matching of the tariff codes in Annex 2 of the agreement, along with the list of goods subject to tariff-rate quotas for import into Iran’s customs territory from each EAEU member state.
According to the notice, the matching was carried out on the basis of the 2022 nomenclature version and the amended tariff schedules communicated by the Cabinet’s approved resolution for 1404, with the schedules prepared and verified by Iran Customs’ Tariff Office, the country’s technical reference authority on tariff classification, and forwarded for necessary action and implementation across customs offices. Under Article 3 of Chapter Two of the agreement, concerning the reduction or elimination of customs duties and similarly-effective charges, including duties in support of the Red Crescent and similar levies, the duty rate for all goods imported with EAEU-member origin (Russia, Belarus, Armenia, Kazakhstan, and Kyrgyzstan), other than goods listed under Part 2 titled “Iran-Specific Tariff Commitments,” will be zero. For goods listed in Part 2, which are subject to tariff-rate quotas, tariff matching has been carried out based on the 2022 nomenclature version, and the corresponding schedules are attached.
The Trade Promotion Organization instructed that tariff treatment for these goods follow the matched schedules and the explanatory notes in the preamble to Annex 1 of the agreement, and forwarded the matter to Iran Customs for implementation and communication to executive customs offices, with copies distributed to provincial industry, mine and trade departments and other relevant bodies for awareness.
Importers and exporters trading with Eurasian Economic Union member states should consult the matched tariff schedules to confirm applicable duty rates, noting that goods outside the Part 2 quota list generally qualify for zero duty under EAEU origin, while quota-listed goods remain subject to the tariff-rate quota terms set out in the agreement’s annexes.
