The session was chaired by Mr. Dehghan Dehnavi and ran from 10:00 to 13:00, with attendees drawn from the list of invitees for the working group’s member ministries and organizations.

Under the law’s implementing bylaw, the notice was addressed to several ministers and senior officials, including the Minister of Intelligence, the Minister of Interior, the Minister of Roads and Urban Development, the Minister of Economic Affairs and Finance, the Vice President and Head of the Plan and Budget Organization, and the President’s special representative at the Central Task Force for Combating Smuggling of Goods and Currency, with a reminder that working group sessions must be attended by the ministers and heads of member organizations, or by deputies whose participation is recognized by the working group, in order for sessions to be legally convened.

The session addressed a range of operational matters concerning koolbari and sailor-trade procedures, including statistical registration rules, monitoring and reporting requirements for border cooperative companies, tariff and permit issues, and clearance timelines, based on the minutes prepared by the Trade Development Organization of Iran. Given the condition of the underlying attachment text, the specific numbered resolutions are not restated here to avoid transcription errors; affected border cooperative companies, vessel and border-trade operators, and provincial industry, mine, and trade departments should obtain the full session minutes through their usual channels for the detailed requirements.

Border cooperative companies, provincial trade offices, and other parties involved in koolbari and sailor trade should coordinate with the Trade Development Organization of Iran and Iran Customs regarding implementation of the eighth session’s resolutions.
