Environmental Permit Dropped from Chapter 87 Vehicle Order Registration

Iran's Trade Promotion Organization has removed the Department of Environment permit requirement from the order registration process for motor vehicles under Chapter 87 of the Export and Import Regulations Book, following the Department's confirmation that its approval is not needed for used buses and road tractors imported under Article 59(p) of the Seventh Development Plan.

Iran’s Trade Promotion Organization has notified the Center for Innovation and Intelligent and Secure Systems, along with relevant offices at the Ministry of Industry, Mine and Trade and Iran Customs, that the Department of Environment permit is no longer required in the order registration process for motor vehicles classified under Chapter 87 of the Export and Import Regulations Book.

The change follows a meeting minutes document (No. 494193, dated April 9, 2025) on setting up the order registration procedure for used road tractors and buses imported under Clause (p) of Article 59 of the Seventh Development Plan Law (Cabinet Resolution No. 188064/t63393h, dated March 5, 2025). Citing letter No. 481850 (dated March 12, 2025) and its attachment, letter No. 51624/300 (dated March 12, 2025) from the Human Environment Deputy of the Department of Environment, which confirmed that the Department’s approval is not required for the order registration process for motor vehicles under Article 4 of the executive regulation implementing Article 2 of the Clean Air Law (Cabinet Resolution No. 194878/t61355h, dated January 14, 2025), the Trade Promotion Organization instructed that the Department of Environment permit requirement be removed from the order registration process for Chapter 87 vehicles (all types of cars and motorcycles) in the Comprehensive Trade System.

The Department of Environment’s earlier letter had explained that, under Article 4 of the technical regulation implementing Article 2 of the Clean Air Law, its confirmation of order registration and import applies once the Department accepts the applicant’s declared conformity with emissions standards, with the applicant bearing responsibility for the imported vehicle’s compliance. Vehicle importers were required, within the prescribed period, to submit the necessary documents including at least one valid emissions-related certificate (such as recognized international or Persian Gulf Cooperation Council standards, or a Chinese Compulsory Certification mark) to that Department.

Importers of motor vehicles under Chapter 87 of the Export and Import Regulations Book should note that the Department of Environment permit step has been removed from the Comprehensive Trade System’s order registration workflow, while other applicable standards and documentation requirements for vehicle imports remain in effect.
