Iran’s Trade Promotion Organization (TPO), acting under the Ministry of Industry, Mine and Trade, has issued a consolidated list of 2,569 tariff codes for essential goods that qualify for import order registration without a foreign currency transfer requirement.
The notice implements item 15 of the Resilience Economy annex under the national unity and security package, as communicated by the Supreme National Security Council. It follows an earlier confidential directive instructing the organization to make it possible to register import orders, without a currency transfer requirement, for essential goods including raw materials and production-line machinery held under warehouse receipts dated up to the specified cutoff. The attached list, titled “Consolidated Essential Tariffs,” enumerates the eligible tariff codes and identifies the responsible specialized office for each item, spanning categories such as production machinery and equipment and raw materials for domestic manufacturing.
Registration under this currency-free channel is subject to several conditions. A new funding source, described as “from Note 9 of Article 38 of the Import and Export Regulations Bylaw — item 15 of the Resilience Economy Package for National Economy and Non-Military Defense in Emergency Conditions,” has been added to the list of permitted funding sources for import order registration. Registration through this source applies only to the tariff codes named in the attached list, and requires authorization from the relevant provincial Industry, Mine and Trade Departments, which may be replaced by authorization from the specialized bureaus at the ministry’s discretion. Provincial departments are also responsible for confirming that a valid warehouse receipt exists for the goods before registration proceeds, and this option is available only for warehouse receipts issued by the stated cutoff date.
Cases are to be assigned to provincial departments based on the province where the production unit is located for its own filings, and based on the province of the business card holder for other filings. Registration through this funding source is exempt from both the currency-use optimization review and the foreign currency quota review that normally apply to import registrations. All other existing import order registration laws and regulations not addressed in the notice remain in force. Manufacturers seeking to use this channel should coordinate with their provincial Industry, Mine and Trade Department to confirm eligibility under the attached tariff list and warehouse receipt cutoff date.
