The Islamic Republic of Iran Customs Administration has announced that the Eurasia certificate of origin system, referred to as the “Eurasia System,” is now operational within the Comprehensive Customs Affairs System known as EPL.

The measure supports the Customs Administration’s broader policy of digitizing and streamlining customs procedures, with the stated aim of improving transparency, speed, and predictability in trade formalities, particularly under the free trade agreement between Iran and the Eurasian Economic Union. The necessary infrastructure for operating the Eurasia system has been completed and prepared for use. The system is designed to facilitate access by economic operators to the tariff discounts and exemptions envisioned under the Eurasian Economic Union agreement, and to manage certificate-of-origin processes and related procedures electronically for goods covered by the agreement.

Under the notice, use of the Eurasia system through the Comprehensive Customs Affairs System (EPL) becomes the official and mandatory channel for these processes. Iran’s Customs Administration has emphasized that, from the effective date, benefiting from tariff discounts and exemptions on imports from the Eurasian Economic Union is conditional on registering the Eurasia certificate of origin and completing the related procedures through the Comprehensive Customs Affairs System. If the system is not used for a given import declaration, the shipment will be treated as an import from a country without preferential status, subject to full payment of import duties and other charges under current regulations, without any tariff discount or exemption.

Because benefiting from these advantages requires completing verification and processing steps at the executing customs offices, the Customs Administration has called for timely and targeted outreach to traders and economic operators interested in using Eurasian Economic Union tariff discounts on imports, so that they can plan ahead and align their trade processes with the new requirement.
