Iran’s Trade Promotion Organization has announced the removal of the export ban on tariff codes related to the tobacco industry, a step intended to support the agricultural supply chain for tobacco cultivation.

The decision follows a request from the General Industries Deputy of the Ministry of Industry, Mine and Trade, which noted that tobacco products complete the agricultural supply chain for tobacco cultivation in Iran and that any new export ban on this category of goods could result in lost export opportunities and foreign currency earnings under current economic conditions. The request also noted that failing to properly manage surplus domestic production over actual consumption could push the surplus toward informal channels. The 21 affected tariff codes are overseen by the Center for Planning, Organization and Oversight of Tobacco Affairs under the ministry.

The affected goods span the full range of raw and processed tobacco products, including unstemmed and stemmed tobacco leaf, tobacco stems and expanded tobacco stems, expanded tobacco leaf, tobacco refuse, waterpipe tobacco, tobacco prepared for cigarette manufacturing, homogenized or reconstituted tobacco, tobacco paste derived from refuse, pipe and cigarette-rolling tobacco blended with tobacco substitutes, and tobacco or reconstituted tobacco containing nicotine, under tariff headings 24011000 through 24041900.

The notice clarifies that these 21 tariff codes are not subject to the general export restrictions announced in an earlier communication dated April 2, 2026 (13 Dey 1404) and its subsequent amendments, which remain valid pending further notice for all other goods covered by that restriction. Iran’s Customs Administration has been asked to communicate the change to executing customs offices.
