Export Certificate Deadline Changed for Copper Cathode Exporters

Iran’s Ministry of Industry, Mine and Trade, through the Export and Import Regulations Office of the Trade Promotion Organization of Iran, has notified Iran Customs of a change to the implementation date for the requirement that exporters of copper cathode present an export certificate issued by the Iran Mercantile Exchange.

The underlying requirement was established by the Ministry’s Deputy for Mining Industries and Mines Affairs, mandating that export of copper cathode under tariff code 74031100, whether by the producer or by other exporters, be conducted exclusively with an Iran Mercantile Exchange export certificate. The notice clarifies that this requirement applies specifically to copper cathode and cathode parts under tariff code 74031100, as distinct from other copper tariff codes (74031200 and 74031300), which are not subject to the mandatory Iran Mercantile Exchange listing requirement.

Earlier correspondence had set the implementation date for this certificate requirement at 15 Bahman 1404 (February 4, 2026). Under the present notice, that implementation date has been changed and extended to 15 Esfand 1404 (March 5, 2026), citing the need to establish the required infrastructure and coordination before enforcement begins. Iran Customs has been asked to note the revised date and communicate it to relevant parties.

Exporters of copper cathode under tariff code 74031100 should note that the requirement to present an Iran Mercantile Exchange export certificate remains in force, but enforcement has been deferred to the newly specified date, giving producers and other exporters additional time to complete the necessary coordination.
