The Islamic Republic of Iran Customs Administration has issued an updated list of goods exempted from the general export prohibition covering Chapters 1 through 24 of the customs tariff, following instructions from the Trade Promotion Organization’s Deputy for Commercial Services.

The prohibition on exporting items under Chapters 1 to 24 was established under emergency conditions, referencing Article 27(a) of the Seventh Five-Year Development Plan Law of the Islamic Republic of Iran and the Law on Export and Import Regulations and its exceptions. Items whose tariff codes fall within these chapters and are not included in the attached exceptions list remain prohibited from export. The exceptions list, communicated to all executive customs offices, covers a range of horticultural, fishery, livestock and poultry, dairy, and field crop products for export during the Iranian month of Esfand 1404 (February–March 2026), including items such as greenhouse tomatoes, peppers, saffron, cut flowers, pistachios, various fish and shrimp products, day-old chicks, yogurt and dairy products, and watermelon, among others.

Separately, and specific to this follow-up notice, the Ministry of Agriculture Jihad has informed customs authorities that the item “licorice root” (ریشه شیرین بیان), under tariff code 12119020, has been removed from the previous list of exemptions. As a result, export of licorice root under this tariff code is now prohibited.

Exporters dealing in goods classified under Chapters 1 to 24 of the tariff schedule should verify whether their specific tariff code appears on the current exceptions list before proceeding with export declarations, and should note that licorice root is no longer eligible for export under the exemptions framework.
