Iran’s Ministry of Industry, Mine and Trade has ordered an immediate and definitive halt to the export of steel slabs and sheets, covering all tariff codes on an attached list, at every border point and customs house in the country.
The Deputy for Mining Industries Affairs issued the order after emergency conditions arising from infrastructure damage to the Mobarakeh Steel Complex and Khuzestan Steel Company, which the Ministry identified as two of the main chokepoints supplying raw materials to the domestic steel industry. The order directed that, pending further notice, no slabs or steel sheets matching the listed tariff codes may be exported or leave the country. The list covers 66 tariff codes spanning slabs, hot-rolled sheets, cold-rolled sheets, tin-coated sheets, other coated sheets, colored sheets, galvanized sheets, and related hot, cold, and galvanized strip products.
The Ministry described the measure as part of a “survival and stabilization” response intended to prevent the exit of strategic goods considered essential to rebuilding and reinforcing the country’s main industrial supply chains. Under the resulting protocol, absolute priority is given to meeting the raw material needs of downstream industries and preserving production activity and employment within the country; in the current emergency, the Ministry stated that no commercial interest or prior export commitment would take precedence over the need to preserve this “national resilience.”
The Trade Promotion Organization of Iran’s Bureau of Import and Export Regulations, acting on the Ministry’s instruction, notified the Islamic Republic of Iran Customs Administration of the ban for implementation at all executive customs offices. Should the emergency conditions be extended, the Ministry indicated that the duration of the prohibition would also be extended and communicated accordingly. Exporters and traders of steel slabs and sheets should treat the listed tariff codes as closed to export until further notice from the Ministry.
