Iran’s Trade Promotion Organization has notified the Center for Innovation and Intelligent and Secure Systems, and Iran Customs, of the extended validity of Cabinet Resolution No. 24297/t62567h, dated May 6, 2024, concerning the import of 2,000 intercity buses for Arbaeen ceremonies.
Citing confidential Cabinet approval letter No. 134000/m, dated July 12, 2025, confirming the continued validity of the resolution, the notification instructs that any remaining balance of intercity buses (the special Arbaeen consignment) not yet imported during 1404 may be imported outside the Ministry of Industry, Mine and Trade’s normal quota, through the end of the Iranian year 1404 (ending March 2026). The underlying Cabinet resolution, approved at the Cabinet’s session of April 29, 2024 on a joint proposal from the Ministries of Roads and Urban Development; Industry, Mine and Trade; Interior; and Economic Affairs and Finance, and the Central Bank of Iran, was issued under Clause (d) of Note (10) of the 1403 Budget Law to support public passenger transport, market regulation, and improved services for Arbaeen pilgrims. The original resolution permits the import of used intercity buses less than five years old, subject to confirmation by the Ministry of Roads and Urban Development and confirmation that parts supply and manufacturer standards were met at the time of manufacture; buses confirmed by the Ministry of Interior as used for Arbaeen pilgrim transport receive a 50 percent reduction in the commercial profit surcharge, with implementation guidelines to be issued by the Ministry of Interior in cooperation with the Ministry of Industry, Mine and Trade.
The Ministry of Industry, Mine and Trade’s quota for this item is to be updated in the Comprehensive Trade System to reflect the extension, and the relevant systems were asked to process the update and inform applicants as soon as possible.
Importers involved in supplying buses under this special Arbaeen allocation should confirm quota availability and eligibility requirements, including age and standards confirmations, through the Comprehensive Trade System before proceeding with import.
