The Central Bank of the Islamic Republic of Iran has issued a circular facilitating the acceptance of shipping documents presented against foreign currency remittances in cases where those documents, including bills of lading and other supporting paperwork, show discrepancies against documents issued by third parties.

The circular, issued by the Central Bank on July 2, 2026, addresses the procedure banks and authorized entities follow when reviewing shipping documents submitted in connection with foreign currency remittances for trade transactions. It was circulated internally within the Central Bank to the General Directorate of Foreign Trade Affairs, the Directorate of Foreign Currency Market Monitoring, the Directorate of Currency Regulation, Banking Supervision, and related departments, with instructions for implementation, as well as to the State Anti-Smuggling Headquarters and the State Discretionary Punishment Organization for awareness.

The measure is intended to ease the documentary review process for exporters and importers whose shipping documents, such as bills of lading, may not fully align with documents issued by third parties involved in the transaction, allowing such currency remittance cases to proceed under the Central Bank’s foreign exchange regulations.
