Iran’s Trade Promotion Organization (TPO), operating under the Ministry of Industry, Mine and Trade, has issued a notice facilitating the import of tariff codes covering raw materials urgently needed by domestic industries.
The measure implements item 15 of the third annex to the Resilience Economy package, approved by the Supreme National Security and Economic Council under communication No. 3400200/002 dated December 2025, and also cites the second item of the third resolution of the provincial committee (Trade and Market Regulation Working Group) and item 3 of the Currency Committee’s minutes dated within the same period. The attached tariff code list, along with related confidential correspondence, was circulated by the Ministry’s General Industries Deputy to address the raw material needs of domestic production units.
Under the notice, in addition to existing funding sources for import order registration, the “self-export and other” currency source is added for the tariff codes listed in the attachment, subject to review of the currency quota condition and currency-use optimization. The notice also enables import order registration to be made using the currency deposit source — whether the importer’s own funds or funds from others — without a currency transfer requirement, drawing on item 9 of Article 38 of the Import and Export Regulations Implementing Bylaw. This registration option is available specifically for the tariff codes in the attached list where a warehouse receipt was issued and confirmed by the relevant specialized office by March 30, 2026 (09/03/1405).
Importers using the currency deposit source or the “self-export and other” source without a currency transfer requirement must present a warehouse receipt for the listed goods, and the specialized offices responsible for the goods will confirm the import order registration accordingly. This applies to currency deposits made under the importer’s own name or others’ names, or registrations made without currency transfer, without being subject to review of the currency quota condition or currency-use optimization, up to the amount of foreign currency usage corresponding to the warehoused goods. Businesses seeking to import raw materials under the covered tariff codes should confirm eligibility and warehouse receipt status with the relevant specialized office before registering their import order.
