Iran’s Ministry of Industry, Mine and Trade, through the Trade Promotion Organization’s Export and Import Regulations Office, has published the fifteenth supplementary list of agricultural export-prohibition exemptions, this time covering fisheries and aquaculture products. The notice was sent to the Customs Administration of the Islamic Republic of Iran for implementation.

The underlying export prohibition covers items under tariff codes in Chapters 1 through 24 of the national tariff schedule, imposed under Article 72(a) of the Seventh Five-Year Development Plan Law of the Islamic Republic of Iran in response to emergency conditions, with exceptions announced periodically by the Ministry’s Trade Development Deputy following coordination with the Ministry of Agriculture Jihad. This fifteenth list adds fisheries and aquaculture goods to the set of tariff codes exempted from that prohibition.

The exempted list, described as “the fifteenth supplementary list of permitted agricultural sector (fisheries and aquaculture) products for export,” covers a broad range of aquatic products: ornamental fish; various marine and freshwater species including salmon, tuna, sea bass, carp, catfish, eel, sardines, and other fish types, whether fresh, chilled, or frozen; shrimp and prawns, including live broodstock and post-larvae for breeding purposes; crabs, lobsters, and other crustaceans; jellyfish and mollusks; fish liver oil and other fish and marine-mammal fats and oils; fish extract; seaweed-extract fertilizer; artemia cysts; agar-agar; caviar and caviar substitutes; fish meal; and prepared feed for carp, trout, shrimp, and shrimp larvae, along with related aquaculture feed additives. Each item is identified by its specific customs tariff code.

Exporters and processors of fish, shrimp, and other aquaculture products should verify that their specific tariff codes appear on the fifteenth list before relying on the exemption, since the general export prohibition remains in force for aquatic-product tariff codes not included. Businesses should also monitor for additional lists, as the Ministry periodically updates the set of exempted agricultural and fisheries tariff codes.
