Iran’s Ministry of Industry, Mine and Trade has issued a correction and final consolidated list of tariff codes proposed for usance (deferred, or “time-draft”) letter of credit foreign exchange allocation, aimed at facilitating and accelerating the supply of essential raw materials and production inputs.

The list was sent by the Trade Development Organization of Iran to the Acting Deputy for Foreign Exchange Affairs at the Central Bank of the Islamic Republic of Iran, referencing earlier correspondence dated March 30, 2026 (No. 706466) and February 25, 2026 (No. 7060466). It follows instructions from the Minister of Industry, Mine and Trade to review and revise the previously submitted lists in light of current foreign exchange usage conditions in the country and the goal of optimal, targeted management of foreign exchange resources.

The finalized and consolidated list supersedes the earlier versions and includes tariff codes covering essential raw materials, urgent equipment, production machinery, and machine parts needed for domestic manufacturing. Categories represented in the list include food, pharmaceutical, and hygiene industry inputs (such as PVP K-25/K-30 pharmaceutical-grade polymer, flexible PVC and PVDC film used by pharmaceutical manufacturers, coffee creamer powder, carotenoid coloring agents, and cosmetic atomizers and dispensers) as well as chemical and polymer industry materials, compiled by the ministry’s General Industries Deputy and its specialized product offices.

The Central Bank was asked to apply targeted management and controls when allocating foreign exchange for imports under this list and to ensure the relevant systems reflect the revised codes, with the Trade Development Organization requesting regular monthly progress reports on implementation.

Importers and trading companies seeking usance letter of credit foreign exchange allocation for essential raw materials, equipment, or production machinery should confirm whether their specific tariff codes are included in this finalized list before proceeding with related import registrations.
