The Cabinet of Ministers has approved a regulation to guarantee food security and improve people’s livelihood, aimed at preserving household purchasing power through a combination of staple-goods support, coordinated foreign currency supply for livestock inputs and basic goods, and dedicated funding mechanisms.

Under the regulation, eligible households receive a monthly staple-goods allowance provisionally credited from the date the regulation is communicated. All Iranian households residing in the country that were already receiving the food-support allowance as of the communication date, as well as government employees and retirees, are covered; households not currently receiving the allowance may join upon request. The allowance can be used at authorized outlets and retail units for eligible food and goods items, with the increase in the cost of the goods basket assessed on a seasonal basis and compensated through the staple-goods credit account.

To secure supply, the Central Bank of the Islamic Republic of Iran is required to arrange foreign currency for import order registrations covering livestock inputs and basic goods, except wheat, through the relevant bank’s foreign-exchange portal, with currency for these items released promptly following confirmation from the Ministry of Agricultural Jihad that the imported inputs and goods are being supplied. Licensing authorities, including the Food and Drug Administration, National Standards Organization of Iran, Veterinary Organization, and Plant Protection Organization, are required to issue necessary permits within a maximum of five days, after which Iran Customs must proceed with clearance immediately upon declaration. The Ministry of Roads and Urban Development is required to prioritize berthing, unloading, and warehouse-receipt issuance for vessels carrying livestock inputs and basic goods.

The regulation also establishes dedicated funding channels, including a foreign-currency allocation from the National Development Fund of up to two and a half billion dollars, subject to the Supreme Leader’s authorization, and directs the Ministry of Economic Affairs and Finance to conduct a special audit of livestock-input and basic-goods inventories that were imported using the preferential exchange rate. A monitoring task force chaired by representatives of the Ministries of Cooperatives, Labor and Social Welfare, Economic Affairs and Finance, Intelligence, Interior, Agricultural Jihad, Industry, Mine and Trade, Roads and Urban Development, and Justice, along with the Plan and Budget Organization, the Central Bank, and representatives of the Judiciary and government information bodies, oversees implementation, with provincial governors required to form corresponding task forces at the provincial level. All prior regulations and directives conflicting with the new framework are suspended and subject to review by the task force, and oversight bodies including the Court of Audit, the General Inspection Organization, and the Ministry of Intelligence are tasked with monitoring compliance.

The Ministry of Industry, Mine and Trade’s Import and Export Regulations Office has formally communicated the Cabinet approval to Iran Customs and other relevant executive bodies for implementation. Businesses and importers of livestock inputs and basic goods should coordinate with their customs broker and relevant licensing authorities regarding currency supply procedures, permit timelines, and clearance priority under the new regulation.
