The delegation follows earlier correspondence from the Office of Mining Industries regarding readiness and the existence of appropriate infrastructure for evaluating the technical characteristics and valuation of precious and semi-precious stones (gems) in these two provinces. Citing Article 16 of the Customs Affairs Law, the provincial offices in Qom and Khorasan Razavi were instructed to form gemstone valuation committees in cooperation with the provincial Organization of Engineering System and to take the necessary steps accordingly.
The Export and Import Regulations Office of the Trade Promotion Organization of Iran forwarded the delegation notice to the Directors General of the Import and Export Offices and to Iran Customs for their information and for communication to the provincial customs offices, so that valuation of precious and semi-precious stones in Qom and Khorasan Razavi provinces can proceed under the delegated authority in compliance with applicable regulations and criteria.
Importers and exporters of precious and semi-precious stones processed through Qom and Khorasan Razavi should expect valuation to be handled by the respective provincial Industry, Mine and Trade Organization, operating within the safeguards and regulatory framework specified by the Ministry.
