The Ministry of Industry, Mine and Trade has notified the Trade Promotion Organization’s Import and Export Regulations Office that obtaining a Goods ID (shenaseh-ye kala) is now mandatory at the time of import order registration for 15 specified tariff codes falling under the Office of Electrical, Electronic, Software and Creative Industries Equipment. The requirement was communicated in Letter No. 7311967, dated March 23, 2026 (1404/12/30).

The measure originates from the Office of Electrical, Electronic, Software and Creative Industries Equipment’s review of tariff headings covered by the Goods ID system, carried out in coordination with colleagues managing the Goods ID system. Under Letter No. 7238123, the requirement was formally set to take effect upon registration of import orders for the listed tariff codes as of the specified date, with the Trade Promotion Organization circulating the requirement in the Comprehensive Trade System. Where all or part of a listed tariff code also requires a license from another organization or agency, the Goods ID requirement is to apply only after that organization declares its readiness. The listed tariff codes cover a range of electrical and electronic products, including thermometers, soldering irons and soldering guns, other instruments without a recording device, heating or cooling appliances, oscilloscopes, coils and inductors with a diameter up to 35.6 mm, computer front panels, motor-protection switches, resistance-type electric car cigarette lighters, other lamps, electric arc lamps, and other molded carbon blocks used only in automotive electric motors, among others.

The circular references the National Committee under Article 30 of the Law on Continuous Improvement of the Business Environment and the executive regulation on Goods ID and tracking codes. Under the framework set out in earlier notice No. 717350 (dated February 3, 2026), tariff codes newly subject to the Goods ID requirement become optional in the system for up to one month following publication, after which the requirement becomes mandatory. Application in the system is to proceed in accordance with the relevant regulations.

Importers and producers dealing in the affected tariff codes should ensure Goods ID registration is completed before submitting import order registrations for these product categories going forward.
