Iran’s Trade Development Organization, through its Office of Export and Import Regulations, has instructed the Center for Innovation and Smart-Enablement and Security to apply the goods identifier requirement at order registration to 278 tariff codes under the Mineral Industries Office. The instruction follows resolutions of a meeting dated 1404/06/26, communicated by the ministerial deputy standing in for the Minister of Commercial Affairs (letter No. 611274 dated 1404/07/02), and the Mineral Industries Office’s list of affected codes (letter No. 616349 dated 1404/07/09).
The 278 tariff codes span a broad range of products under the mineral industries sector, including various grades and forms of steel (bars, sheets, coils, profiles, wire, and alloy steel under HS chapter 72), copper and copper alloys (cathodes, tubes, scrap and semi-finished products under HS chapter 74), aluminum scrap and alloys (HS chapter 76), zinc alloys, tin alloys, nickel-based alloys, industrial glass products, ceramic fiber products, and a range of industrial minerals and chemicals (including bentonite, feldspar, magnesite, calcium carbonate, silica sand, and related materials under HS chapter 25).
To prevent problems arising from the large number of affected tariff codes, the requirement is to be applied gradually, with full implementation no later than 1404/08/10. Under the applicable bylaws implementing Articles 24 and 30 of the Law on the Continuous Improvement of the Business Environment concerning changes to import and export regulations, the requirement becomes legally mandatory in the Comprehensive Trade System one month after publication in the business-environment laws and regulations database (qavanin.ir). The Trade Development Organization requested that necessary information be communicated to importers and producers regarding the new requirement.
