Iran’s Trade Development Organization, through its Office of Export and Import Regulations, has instructed the Center for Innovation and Smart-Enablement and Security to apply the goods identifier requirement at order registration to 34 tariff codes under the Automotive, Motive-Power and Transport Industries Office. The instruction follows correspondence from the Deputy for Logistics and Commercial Services (letters No. 621228 dated 1404/07/14, and No. 591708 dated 1404/06/08), reflecting the Central Headquarters for Combating Smuggling of Goods and Currency’s continued emphasis on tracking measures taken by specialized offices to require the goods identifier at order registration, per the Article 90 Commission of the Islamic Consultative Assembly.

The list includes items previously communicated by the Automotive, Motive-Power and Transport Industries Office, covering tariff codes 39211310 and 94019990, along with the additional 34 tariff codes attached to the current notice. The organization noted that, because the requirement corresponds to items also subject to IRC and IVC certification requirements administered by the Ministry of Health and the Ministry of Agricultural Jihad, the goods identifier requirement for those items would not take effect until subsequent notice, pending establishment of web-service connectivity between the relevant systems.

Under the applicable bylaws implementing Articles 24 and 30 of the Law on the Continuous Improvement of the Business Environment concerning changes to import and export regulations, the requirement becomes legally mandatory in the Comprehensive Trade System one month after publication in the business-environment laws and regulations database (qavanin.ir). The Trade Development Organization requested that importers and producers be informed of the change accordingly.
