Goods Identifier Required for 45 Machinery Tariff Codes

Iran's Trade Development Organization has applied the goods identifier (shenaseh kala) requirement at order registration to a combined total of 45 tariff codes under the Machinery and Manufacturing Equipment Industries Office, effective one month after publication in the business-environment laws and regulations database, following coordination with Iran Customs's system connectivity requirements.

Iran’s Trade Development Organization, through its Office of Export and Import Regulations, has instructed the Center for Innovation and Smart-Enablement and Security to apply the goods identifier requirement at order registration to a combined total of 45 tariff codes associated with the Machinery and Manufacturing Equipment Industries Office. The instruction follows earlier correspondence (No. 650581 dated 1404/08/19, and No. 634572 dated 1404/08/11) from the Deputy for Logistics and Commercial Services, based on the requirement for connecting the Comprehensive Trade System to the Iran Customs system per reviews conducted in light of the emphasis of the Central Headquarters for Combating Smuggling of Goods and Currency and the Article 90 Commission of the Islamic Consultative Assembly.

The tariff codes were previously communicated by the Machinery and Manufacturing Equipment Industries Office (letter No. 642657 dated 1404/08/10), with an Excel table specifying the affected codes attached for implementation in the rules engine. Under the applicable bylaws implementing Articles 24 and 30 of the Law on the Continuous Improvement of the Business Environment concerning changes to import and export regulations, the requirement becomes legally mandatory in the system one month after publication in the business-environment laws and regulations database (qavanin.ir).

The measure follows earlier coordination on making order registration for the Machinery and Manufacturing Equipment Industries Office’s 15 tariff codes conditional on obtaining a goods identifier (per meeting resolutions dated 1404/06/26, communicated via letter No. 611274 dated 1404/07/02), with the ministry requesting that necessary preparations be made and that information be communicated to importers and producers regarding the new requirement.
