Iran’s Trade Development Organization, through its Office of Export and Import Regulations, has instructed that the requirement to obtain a goods identifier (shenaseh kala) at the time of order registration be applied to 15 tariff codes associated with the machinery and manufacturing equipment industries. The instruction follows correspondence from the Center for Innovation and Smart-Enablement and Security, in coordination with the Deputy for Trade Development’s Logistics and Commercial Services Office and the Office of Machinery and Manufacturing Equipment Industries, as part of an ongoing project to complete goods-identifier coverage requested by the Central Headquarters for Combating Smuggling of Goods and Currency.

The Logistics and Commercial Services Office had previously forwarded, for implementation, a list of 157 tariff codes subject to the goods-identifier requirement; of these, the 15 codes associated with the machinery and manufacturing equipment industries specified by the relevant office are now being applied in the Comprehensive Trade System’s rules engine. Under the applicable bylaws implementing Articles 24 and 30 of the Law on the Continuous Improvement of the Business Environment concerning changes to import and export regulations, the change becomes mandatory in the system one month after publication in the business-environment laws and regulations database (qavanin.ir), in accordance with those bylaws.

Importers of goods under the affected tariff codes should ensure the goods identifier is obtained prior to order registration once the requirement takes effect, and should monitor the Comprehensive Trade System for the specific list of the 15 codes as applied in the rules engine.
