Heavy Vehicle Imports Now Require Scrappage Certificate

The Council of Ministers has approved an addition to Article 8 of the implementing bylaw of Article 10 of the Automotive Industry Organization Law (issued under Cabinet Resolution No. 243368/T61387H, dated March 19, 2024), inserting a new Note 6. The Trade Promotion Organization of Iran’s Export and Import Regulations Office communicated the amendment to Iran Customs for implementation at customs offices nationwide.
Under the new Note 6, import of heavy vehicles — specifically trucks and truck tractors — is permitted solely on the condition that the importer presents a scrappage certificate for a similar vehicle (truck or truck tractor). This follows on from Cabinet Resolution No. 272638/1403 of March 16, 2025, which had earlier communicated the implementing instructions for scrapping worn-out vehicles in connection with the import and production of various vehicle types under Article 10 of the Automotive Industry Organization Law.
The requirement applies at the clearance stage: Customs offices are to verify that a valid scrappage certificate for a comparable heavy vehicle has been furnished before releasing imported trucks and truck tractors. Importers of heavy commercial vehicles should ensure a matching-category scrappage certificate is secured and available for presentation as part of the clearance process.
