Iran’s Trade Promotion Organization has notified provincial trade authorities and other stakeholders that exporters may now use foreign currency proceeds from their own export licenses, issued for the 2022 (1401) calendar year or later, to finance their import needs.

The notice forwards a communication from the Central Bank of Iran’s Foreign Exchange Regulations Department, issued in connection with the possibility of financing imports of essential, necessary goods required by domestic production lines that hold a warehouse receipt through June 9, 2026 (Kharadad 19, 1405). Under the arrangement, exporters may draw on foreign currency proceeds from export licenses that matured for years 2022 (1401) onward, for use through August 12, 2026 (Mordad 21, 1405), subject to the conditions set out in the underlying Central Bank communication.

The arrangement is intended to help exporters facing overdue export licenses meet production and trade needs and reduce disruption to business activity. Several conditions apply. Where the fifteen-month statutory deadline for fulfilling the foreign currency obligation attached to an export license has already expired, the exporter must first pay the applicable rial amount before the license can be registered as a source for import currency in the Comprehensive Trade System; this amount is calculated as five percent of the value of the unfulfilled obligation, based on the exchange-transfer sale rate at the Currency and Gold Exchange Center on the date the exporter applies for payment in the Comprehensive Trade System. The Central Bank of Iran, in coordination with the Trade Promotion Organization, will arrange for this payment to be made through the Comprehensive Trade System’s gateway, after which the relevant export licenses can be registered systemically as a source of import currency.

Exporters who have registered import orders for essential, necessary goods required by domestic production lines in accordance with regulations issued by the Ministry of Industry, Mine and Trade may use this mechanism to finance those imports from their own export licenses. The notice also states that fulfilling the foreign currency obligation of export licenses whose fifteen-month deadline has already lapsed will not, on its own, qualify the exporter for other incentives or tax exemptions. Authorized banks are required to obtain an undertaking from exporters, using the attached sample form, before allowing them to benefit from this arrangement.
