The Export and Import Regulations Office of Iran’s Trade Promotion Organization, under the Ministry of Industry, Mine and Trade, has added the Incheh Borun customs office, with customs code 20500, to the list of border customs points authorized to process imports of essential goods.

The addition follows a Cabinet resolution, approved on November 22, 2025, that permits the use of border provinces’ capacity to import essential goods needed by the country and to help regulate the domestic market. Under that resolution, essential goods, including rice, cooking oil, legumes, red meat, barley, corn, and oil cake, may be imported through border provinces without a foreign-currency transfer, and Iranian goods may be bartered against these essential goods, with the import counting as fulfillment of the export currency-repatriation obligation for the Iranian goods involved.

Under the Cabinet resolution, import of these essential goods through border provinces is cleared by the Ministry of Industry, Mine and Trade through the Islamic Republic of Iran Customs Administration, based on an order registration or statistical registration. Coordination of logistics support, distribution, and oversight of these imports rests with the governors of the border provinces, and the Ministry of Industry, Mine and Trade, along with the Ministry of Interior, the Ministry of Agriculture Jihad, and other relevant bodies, is required to cooperate in implementing the resolution, which remains valid for four months from its notification date, subject to renewal by a further Cabinet decision.

The addition of Incheh Borun follows a related list of authorized border customs offices previously circulated for this purpose, and a subsequent inquiry from Golestan Province’s customs authorities regarding the status of the Incheh Borun crossing. Traders and logistics operators intending to use this gateway for essential-goods imports should ensure their order registration or statistical registration is processed accordingly and should coordinate with the relevant provincial authorities.
