Iran’s Trade Promotion Organization (TPO), acting for the Ministry of Industry, Mine and Trade, has notified the Islamic Republic of Iran Customs Administration that exports of industrial milk powder are approved as conditionally permitted under two tariff codes.

The notice follows earlier correspondence explaining that, in response to hostile military action against the country, exports of agricultural products were generally prohibited, with provision made for a list of goods exempted from that prohibition. Within that framework, and citing letter No. 1142296 dated March 4, 2026, milk powder exports were previously approved up to a ceiling of 13,000 tons. Based on continued monitoring of the situation and the need to track ongoing changes, the Ministry has now approved continuation of the export of “low-fat or non-fat industrial milk powder” under tariff code 04022010 and “full-fat industrial milk powder” under tariff code 04022130, on a conditionally permitted basis.

Under the notice, exports of the covered tariff codes are to proceed only after registration is confirmed in the customs affairs system (EPL) by the designated ministry representative named in the notice, and the Customs Administration is asked to communicate the approval to its executive customs offices and report back on implementation. A separate, related notice from TPO’s Export and Import Regulations Bureau also announced a list of exceptions to the export prohibition covering chapters 1 through 24 of the Import and Export Regulations book, instructing customs to apply the prohibition only to items not included among the listed exceptions.

Exporters of industrial milk powder under the covered tariff codes should confirm system registration status with the designated ministry representative before shipment, since the permission remains conditional and subject to change based on ongoing monitoring of production and market conditions.
