Iran’s Trade Development Organization, through its Office of Export and Import Regulations, has forwarded to Iran Customs’s Import Office the tariff code lists relevant to the Industry Support Package, established under Cabinet Resolution No. 175330/T65297H dated 1404/10/17. The package addresses producers whose imported raw materials, moved from the preferential (“first hall”) exchange rate to the second-hall rate, created a working-capital shortfall due to the resulting exchange-rate increase across the supply chain.

Under Article 5 of the resolution, the Central Bank of Iran and Iran Customs are required to issue credit allocation for order registration of all raw-material tariff codes that were transferred from the first exchange hall to the second hall, and that had a warehouse receipt issued before 1404/10/15 but had not yet been cleared. Importers must clear the goods from Customs within one week of the credit allocation being issued and the currency-supply system code (SATA) being received. The Ministry of Industry, Mine and Trade must compile the list of covered order registrations within ten days and forward it to the Central Bank.

Article 6 exempts all tariff codes for basic goods and production raw materials, as determined by the relevant specialized ministries, that entered the country’s customs houses by the end of 1404, from the rule requiring order-registration date to precede the shipment (bill of lading) date. Article 7 provides that, for parties holding contracts with government agencies who face price discrepancies following the tariff transfer from the first to the second exchange hall, the government will issue authorization for contract value adjustment, with the scope and amount determined by the highest authority of the responsible agency and submitted to the Program and Budget Organization for implementation as a contract adjustment.

Consistent with Article 5, the Trade Development Organization requested that Customs compile and send it the list of order registrations declared to Customs under the relevant tariff codes that carry a warehouse receipt dated from 1404/10/15 to 1404/10/27, for further processing. The tariff code lists compiled by the ministry’s specialized offices—covering machinery and equipment, medical and laboratory equipment, automotive and motive-power industries, and electrical, electronic and creative industries—were attached for reference.
